The mission of Title I, a federally funded program, is to assist educationally deprived children from low income areas with their basic skills. To achieve this goal, remedial groups are established either in the classroom or in the small group "pull-out" model. Basic skill areas which may be addressed are reading, language arts/communication or mathematics. Grade levels and skill areas are determined by individual building plans that are developed each spring. The remedial program is designed for elementary students in kindergarten through grade eight.
Title I is governed by state and federal guidelines. The program provides remediation for children from low income school attendance areas. School selection is determined by the percentage of children receiving free or reduced priced lunches. Test scores indicating below grade level academic achievement serve as the placement criteria for students.
Title I supplements regular classroom teaching. A student’s needs are diagnosed by selection and pretests, formal and informal diagnosis and teacher judgment. The students are instructed by certified teachers or by instructional assistants under the supervision of a teacher.

Learning Assistance Program (LAP)
The mission of the state-funded Learning Assistance Program (LAP) is to help students in grades kindergarten through sixth grades with their basic skills. Participating schools are chosen, at the discretion of the district, based on the demonstrated academic needs of students. In Shoreline, each elementary school receives LAP funds for appropriately selected students.
This program provides remediation in the areas of reading, language arts/communication, or mathematics. Grade levels and skill areas are determined by individual building plans which are developed each spring. Test scores indicating below grade level academic achievement serve as the placement criteria for students. Placement is prioritized because class size is limited.
LAP supplements regular classroom teaching. Student needs are diagnosed by selection and pretests, formal and informal diagnosis, and teacher judgment. The students are instructed by certified teachers and supervised para-educators in small group settings.

Title I/LAP Parent Involvement
Title I and LAP encourages parents, schools and communities to work together to gain maximum achievement for all students.
Activities that support parent involvement include family game
workshops, family reading nights and parenting classes. Parents are
also encouraged to volunteer at school and to participate in
educational activities with their children at home.
