Title I
The mission of Title I, a
federally funded program, is to assist educationally disadvantaged
children from low income areas with their basic skills. To achieve
this goal, instructional support is provided to students either in
the classroom or in the small group "pull-out" model. Basic skill
areas which may be addressed are reading, writing or mathematics.
Grade levels and skill areas are determined by individual building
plans that are developed each year. The Title I program in
Shoreline is designed for elementary students in kindergarten
through grade six at five of our elementary
schools: Briarcrest, Echo Lake, Lake Forest Park, Meridian
Park and Parkwood Elementaries.
Title I is governed by state and federal guidelines. The program
provides remediation for children from low income school attendance
areas. School selection is determined by the percentage of children
receiving free or reduced priced lunches. Test scores indicating
below grade level academic achievement serve as the placement
criteria for students.
Title I supplements regular classroom teaching. A student’s
needs are diagnosed by selection and pretests, formal and informal
diagnosis. The students are instructed by certified teachers or by
instructional assistants under the supervision of a teacher.

Title I Extended Day Kindergarten
(EDK)
Shoreline
provides an
extended day program
for eligible half-day kindergarteners at our Title I elementary
schools. Students in EDK are provided supplemental
support in literacy and math.
Learning Assistance Program
(LAP)
The mission of the
state-funded Learning Assistance Program (LAP) is to help students
in grades kindergarten through twelve with their basic
skills. In Shoreline, Brookside, Highland Terrace, Lake
Forest Park, Room Nine, and Syre Elementary Schools receive LAP
funds for appropriately selected students.
The LAP program provides remediation in the areas of reading,
writing or mathematics. Grade levels and skill areas are determined
by individual building plans which are developed each year. Test
scores indicating below grade level academic achievement serve as
the placement criteria for students. Placement is prioritized
because class size is limited.
LAP supplements regular classroom teaching. Student needs are
diagnosed by selection and pretests, formal and informal diagnosis.
The students are instructed by certified teachers and supervised
para-educators in small group settings. For additional

Title I/LAP Parent
Involvement
Title I and LAP programs both
encourage parents, schools and communities to work together to gain
maximum achievement for all students.
Activities that support parent involvement include family game
workshops, family reading nights and parenting classes. Parents are
also encouraged to volunteer at school and to participate in
educational activities with their children at home. For
